The CIOH Scientific Boletin is a peer-review journal classified in the National Bibliographic Index (IBN) Publindex of the Ministry of Science, Technology and Innovation (Minciencias), published by the General Maritime Directorate (Dimar), which is distributed under Access policies Open (Open Access). It specializes in the annual publication of original and unpublished documents that include important results in the different research areas and disciplines of marine sciences, such as oceanography, hydrography, marine biology, coastal environment engineering, protection, and coastal resource management and earth sciences, which have not been published, nor are they in the process of being published in another journal.


It is a serial scientific journal that publishes refereed documents, the product of research projects carried out by the marine scientific research centers of the General Maritime Directorate (Dimar), and other institutes and researchers who make original contributions to development in the area of marine science. sea.


It is published in a printed format under ISSN 0120-0542 and online with ISSN 2215-9045, in Spanish and English languages. This intellectual product is protected by copyright and has an open access policy for consultation from the OJS system and also in the Maritime Publications Archive of the General Maritime Directorate, its conditions of use and distribution are defined by the Creative Commons license.


The manuscripts that apply for publication must be the product of basic, technical, and applied research that makes an original contribution to the development of marine sciences in the aforementioned topics. These must be well written, in the third person; frank of grammatical, spelling, and punctuation errors, taking care of the good use of the Spanish and English languages.

  • SCIENTIFIC AND TECHNOLOGICAL RESEARCH ARTICLES: : they present in detail the original results of completed research projects. These are usually used by the authors to directly disseminate the latest findings from their research.
  • ARTICLES OF CRITICAL REVIEW: they gather and summarize the investigative work in a particular field and indicate lines of investigation to follow. This type of document is the result of research where the results of published or unpublished research in a field of science or technology are analyzed, systematized and integrated, in order to account for progress and trends in development. they are characterized by presenting a careful bibliographic review of no less than 50 references. In some cases, these types of articles are requested by expert editors to systematize the state of the art on a specific topic of interest..
  • REFLEXIVE ARTICLES: present research results from an analytical, interpretive, or critical perspective of the author, on a specific topic, using original sources.
  • SHORT ARTICLES pthey present in a short document original preliminary or partial results of a scientific or technological investigation, which require prompt dissemination.
  • CASE REPORTS: documents that present the results of a study on a particular situation, in order to publicize the technical and methodological experiences considered in a specific case. they include an annotated systematic review of the literature on analogous cases.
  • TOPIC REVIEW: document resulting from a critical review of the literature on a particular topic.
  • DISCUSSION: da document that presents the discussion of statements made in previous articles.
  • ANSWER: this document is generated from another, responding to a document ‘DISCUSSION '. It is made by the author of the article that originated the debate.
  • LETTERS TO THE EDITOR: relating to the editorial policy of the BCCIOH or to works previously published in it, provided they contain objective and substantiated comments. This type of document must present critical, analytical, or interpretive positions that, in the opinion of the Editorial Committee, constitute an important contribution to the discussion of the subject by the reference scientific community.
  • EDITORIALS: brief documents, generally written by the Director of the BCCIOH, the Chief Editor, a member of the Editorial Committee, or a guest researcher, about guidelines in the thematic domain of the Bulletin. They are very useful to introduce the reader to the topics covered in the magazine.
  • TRANSLATIONS: from classic or current texts that are highly contributory to knowledge in the areas of interest of the BCCIOH. Transcripts of historical documents or documents of particular interest in the domain of the journal are also accepted.
  • EVENTS: texts of papers presented at congresses and conferences.

In general, the basis of the publications will be scientific articles, and eventually, when requested, essays and reviews will be published.

The CIOH Scientific Bulletin is a semi-annual publication. 

The CIOH Scientific Bulletin does not charge authors any fees for submitting them to arbitration, processing the articles, publishing or sending the copies.

Since 1977, the CIOH Scientific Bulletin has published annually unpublished scientific articles resulting from the research projects of the General Maritime Directorate - Center for Oceanographic and Hydrographic Research of the Caribbean (Dimar-CIOH), on topics related to Oceanography. The magazine was distributed nationally and internationally by exchange or subscription. It is currently published semi-annually, in digital format and expanded for publishing articles for the national and international scientific community.


The CIOH Scientific Bulletin, identified with ISSN on paper: 0120-0542 assigned on October 8, 1977, and ISSN on the web: 2215-9045 assigned on July 28, 2010, scientific articles from other institutes and/or, researchers are also published that constitutes an original contribution to development in the area of marine science.

This journal obtained its indexation before Colciencias in category C between April 1, 2006, and June 30, 2007; subsequently, it was upgraded to category B on July 1, 2007. On this date, it seeks new indexing.
During the evaluation of the Scientific Agenda of Dimar 2006-2010, the unification of the CCCP and CIOH journals of the National Maritime Authority was proposed in order to join institutional efforts to improve the indexing of journals and promote the joint scientific production of the Pacific and Caribbean Scientific Research Centers. This is how, in number 28 of the CIOH Scientific Bulletin, the articles submitted in both journals were gathered, resulting from 2010, the CIOH Scientific Bulletin as the unified scientific journal of the National Maritime Authority, which, which maintains the open access policy, quality management, and distribution nationally and internationally.

The Journal provides open and free access to all its contents; without legal, economic, or technological barriers, in this way, it promotes the democratization and social appropriation of specialized knowledge financed with public resources. Manuscript submission and publication are completely free. When an author discovers an error or significant inaccuracy in the article in the process of publication or published, the author must notify immediately the CIOH Scientific Bulletin and cooperate in the correction process. During the review and arbitration process, the authors may be asked to send the original files that support the collection of primary information. Therefore, the authors must keep the original files for at least one year.

To contribute to the preservation of the heritage and bibliographic control of Colombia, the Journal makes the printed and digital legal deposit of all its issues before The National Library of Colombia.

The CIOH Scientific Bulletin develops its entire publication process through the Open Journal Systems (OJS) computer system, which is specialized in the management, publication and open access to periodical publications and serial, compatible with the OAI-PMH protocol.

The editorial team of the CIOH Scientific Bulletin, together with the editorial and scientific committees, are responsible for the editorial standards and policies and their compliance with each edition of the CIOH Scientific Bulletin. The CIOH Scientific Bulletin will publish corrections on misprints, clarifications, and rectifications, if applicable, in the digital version. The editorial team is responsible for the entire process of manuscripts applied to the CIOH Scientific Bulletin. Also to maintaining the confidentiality of the manuscripts of each issue in the peer-review process until publication and when the manuscripts are withdrawn or rejected The CIOH Scientific Bulletin is committed to safeguarding the publication ethics and those involved in the chain of scientific validation, production, and consumption (authors, committee members, peer reviewers, and readers). If any breach in ethical publication parameter, the CIOH Scientific Bulletin will communicate in writing to the person concerned and the community in general what constitutes the ethical breach.

(i) The BCCIOH receives original and unpublished documents that include important results in the different areas of research and disciplines of the Marine Sciences, such as Oceanography, Hydrography, Marine Biology, Engineering of Coastal Environments, Protection and Management of Coastal Resources and Earth Sciences, which have not been published or are in the process of being published in another journal. (ii) The manuscripts that apply for publication must be the product of basic, technical, and applied research that makes an original contribution to the development of Marine Sciences in the aforementioned topics. These must be well written, in the third person; francs of grammatical, spelling, and punctuation errors, taking care of the good use of the Spanish language. iii)  The manuscripts must publish all the data found in the study, without omitting the negative results shown by the application of the methodology. (iv) Disclosure of possible conflicts of interest that may exist regarding the research work submitted to arbitration. (v)  Authors must define the order of appearance in the co-authorship, upon submission of the manuscript to arbitration. (vi) The report, if applicable, the statistical methods used. (vii)  If the submitted manuscript has been previously rejected, the authors are required to consider the suggestions made by the reviewers for the subsequent writing and publication of the article.

The BCCIOH typifies three types of scientific crime, recognized as serious among the international academic community, as fraudulent conduct, according to the US Office for Research Integrity (ORI):- Forgery: according to the National Science Foundation, it is defined as the manipulation of materials, processes or data to modify results, to achieve an interpretation tailored to private interests.- Manufacture of data: practice that consists of presenting results of experiments that have not been carried out, or investigations in which statistical methods are used to endorse 'constructed' results.- Plagiarism: considered a type of scientific fraud for taking as its approaches, methodologies or results, also false authorship. A variant of this fraudulent conduct is 'self-plagiarism', which occurs when the author submits manuscripts with parts of articles already published to arbitration. Identifying these practices during the peer review process or in the BCCIOH Editorial Committee session disapproves the manuscript, considering it an attack on the intellectual property of the author-researchers.

BIOH does not see the following uses of a work as a prior publication: publication in abstract form;• publication as an academic thesis;• publication as electronic prepress.• Note: some company owned titles and magazines that operate a double blind review have different policies on prior publication. The only source of funding for the CIOH Scientific Bulletin is institutional. The CIOH Scientific Bulletin does not charge author fees, as it is an Open Access publication, via gold; In other words, academic and scientific works are published freely and universally for users. .

The CIOH Scientific Bulletin does not charge for the application, evaluation, and publication of the articles submitted.
